Reform in 2006
In 2006, the following will be the key areas of focus for the Health Service Reform Programme:
Restructuring of the Department of Health and Children
- Following the establishment of the Health Service Executive (HSE), a key focus of the Reform Programme is on consolidating the new structures, with particular emphasis on the devolution of operational functions from the Department of Health and Children to the HSE and joint working between the two bodies.
- Following its restructuring in 2005, the Department will focus more on strategic overview, analysis and evaluation and providing advice to the Government on health policy. Transfer of executive functions to the HSE will continue during 2006.
Establishment of HIQA
- The interim HIQA was established on March 11, 2005 by Statutory Instrument. The interim Authority will prepare the administrative and organisational plans for the early establishment of the Health Information & Quality Authority under primary legislation.
Proposed Legislation
- Establishment of the Health Information & Quality Authority is a vital element of the Health Service Reform Programme. The forthcoming Health Bill 2006 will establish HIQA on a statutory basis, incorporating the National Cancer Registry and the Irish Health Service Accreditation Board. The Social Services Inspectorate (SSI) function will also be put on a statutory basis as part of HIQA.
- A consultation process has commenced on the legislation to establish HIQA and the Office of the Chief Inspector of Social Services. Submissions are currently being sought.
