Frameworks for Change
It was recognised that in order to achieve the four national goals that the health system would need to be reformed; the following areas were identified as the core Frameworks for Change:
- Reforming the acute hospital system
- Funding the health system
- Strengthening primary care
- Developing human resources
- Organisational reform
- Developing information
Background to the Reform Programme
The Health Service Reform Programme, announced in June 2003, outlined a range of reforms to help deliver a more responsive, adaptable health system that meets the needs of the population effectively and at an affordable cost.
The structural aspects of the Reform Programme emerged largely from the recommendations in:
- An independent audit of the structures and functions in the health system.
- An examination of the financial systems, practices and procedures in the health services.
It also reflects Government decisions in relation to reforming the other areas outlined as Frameworks for Change.
Following the Government decision, an information and consultation exercise was undertaken which directly reached over 20,000 staff working in the health system.
